If it were in Nigeria, the heads of the children would be missing only for people to discover that they had been taken by the governor for night bathing money and power ritual. The governor would then be elected to become president. Only in Nigeria.

The practice of dumping dead babies in bags can only come from an unregulated system where
supervision is scarce because of paucity of funds. This could happen in any impoverished African system
where decency and integrity are sacrificed for pecuniary gains.

These are the main reasons that created the Health Insurance Systems all through the world to allow for
creation of a pool of funds to keep Hospitals Administrators free of money worries and more faithful to the Hippocratic
oath of Doctors.

Until such a system develops, it will be difficult to prevent any such occurence.
