Fixed matches are always illegal, it's like insider trading - someone claiming to know the outcome of something, thanks to information (that isn't known to the general public). It's big business in sports gambling, especially in the criminal circles. I know there was big wahala in international cricket, a while ago. While over here in NL world, it's pure concentrated scam.
