The Babylonians numbered among the early civilization that made important contributions to management thought. The most important and identifiable contributions to this effect was Hammurabi's code which contained 285 laws ranging in the areas of personal matters. In the Hammurabi's code, there were provisions for managerial guidelines in business control, responsibility and guidelines for minimum wage among other measures. In addition to this, Hammurabi spent some time paying attention to the needs of the Clergy for he knew the role religion played in his society. He therefore built national deities of Babylon. in short, Hammurabi's Code provided significant guidelines from which to administer an empire (Hodgetts,1975:7).
