The word “Structure” connotes the existence of some of edifice; a building, a design, a combination of pillars and columns erected to sustain an architectural masterpiece, beyond mere aesthetic artifices, an enduring legacy yielding allowance for emendation and/or adjustment of an existing order, a reasoned template for prognostication, among others. The structure is a given; it deals with essence. The motion, cyclic or linear, within this form, is conditioned by contending forces, some organic, others necessary for the maintenance and sustenance of the Essence itself. Adjustment and adaptation to conditions, external and designed to achieve a pre-determined purpose, shape, to a large extent, its nature and character. It is necessary in all facets of societal existence for optimum service delivery. It is important in the economy, politics and education of state. It is required in our social life. It must, however, not be understood as relevant only in politics. Restructuring must be periodic. It is a fact of life.
