On a genetic level, absolutely and unequivocally YES!. Interbreeding is an evolutionary necessity. Diversity is essential in this process. The less diverse a species genetically, the higher the probability they will not survive.

On a social level , of course, otherwise you wouldn't have EXCHANGES and uncontrolled flow of knowledge. this means all those varieties of foods and restaurants you have access to on the streets of Europe and America would not be available to you. As you send the people back, you would have to send every other thing that comes from somewhere else back to where to originated from as well, not just people. That would limit your dietary intake and probable cause genetic problems down the line.

On a cultural level, a resounding 'Yes". Culture remains dynamic, it perishes if it remains static. In order for culture to continue dynaminism its norms, values, systems and structures most be continuously challenged or reconstructed. As uncomfortable as it seems, it is unfortunately a necessity for progress to take place. You cannot name one civilization that has not experienced this phenomena. It is not going away my friend no matter how much you try to socially engineer. Nature is greater than you.
