Yes! NASS budget are the first line! The FG have no say according to law. NASS money is removed first before money is shared.
Maybe you didn't understand what the legislative aids are saying. They said money was given to NASS by FG, the money was not used for what it was meant for, neither was it returned to FG as unspent money. So what you should have asked is "Where is the money"?

The question you should be asking yourself is how the National Assembly funds are assessed.If no legislator is being owed their humongous allowances and constituency 'loots'
Basic reasoning should tell you that the legislators who handle the process of appropriation according to law and appropriate money for themselves as they wish are never owed by the executive as regards their allowances and entitlements.
