In my practice as a consultant, PTF was the most effecient and corruption free executive body ever involved in the restoration of public infrastructure. The PTF appointed Supervising Projects Master Consultants. Through them, consultants were selected for each of the PTF projects by nomination based on the ascertained competence and staffing of the firm of consultants to be awarded a project. Within a short time, the PTF under General Buhari gained a reputation for rapid restoration of roads and other infrastructures. "

"The PTF was different from anything that we had experienced in our practice as consultants. First we were assigned the project on take or leave it without solicitation. No one took any kickback from us...No.bribery was expected and none was taken from our fees. It was a refreshing experience unlike what obtained in the ministries. The contractors were also paid through the same clean arrangements. The water project covering the entire country were going very well. "

"But then, Obasanjo, on being released from prison contested as Presidential Candidate on PDP ticket and was elected. Upon becoming president, his first action was to dissolve PTF. It was a bad action motivated only by revenge...It was a blind and irrational act of revenge. At the time when President Obasanjo dissolved the PTF Project, so well directed by General Buhari, the rural water supply projects throughout Nigeria was nearing completion everywhere. Three months more, most of the wells would have been delivering clean water to rural dwellers in thousands of villages throughout Nigeria. But when Obasanjo dissolved the PTF in a blind revenge against Buhari, he provided no course of action to bring the water project to complettion anywhere. The result was that completed boreholes within completion stages everywhere were frozen....Had they been completed the projects would have yielded clean water for millions of Nigerians living in rural areas. The hope for clean water was dashed. Obasanjo appeared to be driven by revenge and created such collosal waste".
