ADDRESS BY HIS EXCELLENCY, MUHAMMADU BUHARI, PRESIDENT, FEDERAL REPUBLIC OF NIGERIA AT THE INAUGURATION OF A TECHNICAL ADVISORY COMMITTEE ON THE IMPLEMENTATION OF THE NATIONAL MINIMUM WAGE ON WEDNESDAY, 9TH JANUARY 2019 AT THE PRESIDENTIAL VILLA, ABUJA

Protocols:

The last time Nigeria’s national minimum wage was reviewed was in 2011. It is therefore evident that a review is necessary, despite the prevailing fiscal challenges. This is why I constituted the Tripartite Committee of Government, Organized Private Sector and Labour to consider the National Minimum Wage and make recommendations to Government for its upward review.

2. That Committee has since submitted its report with some recommendations. We are currently working on the final steps that will lead to the submission of a National Minimum Wage Amendment Bill to the National Assembly.

3. I want to make it clear that there is no question about whether the National Minimum Wage will be reviewed upwards. I am committed to a review of the Minimum Wage.

4. Also, it is important to explain that even though the subject of a National Minimum Wage is in the Exclusive Legislative List, we have been meeting with the State Governors because it is imperative that the Federal Government carries the State Governments along in determining any upward review of the minimum wage for workers.

5. This is especially necessary considering the prevailing public sector revenue challenges, which have made it extremely difficult for some of the governments to pay workers as and when due.

6. As you know we, at the Federal level, have made adequate provision for the increase in the Minimum Wage in our 2019 Budget proposals which we submitted to the National Assembly. Therefore, we will be able to meet the additional costs that will be incurred in moving up all personnel who are currently earning below the new minimum wage.

7. However, we anticipate that after the new minimum wage has been passed into law we will be going into negotiations for salary review for all the workers who are already earning above the new minimum wage. It is therefore important that we are properly prepared to meet these demands.

8. We must therefore look at ways of implementing these consequential wage adjustments in a manner that does not have adverse effects on our national development plans, as laid out in the Economic Recovery and Growth Plan (ERGP). The ERGP sets appropriate targets for levels of Capital Expenditure, Public Debt, Inflation, Employment, etc. It is absolutely important that the implementation of a new minimum wage does not adversely affect these targets, and thereby erode the envisaged gains for the workers.

9. It is against this background that I have set up a Technical Committee to advise Government on how best to fund, in a sustained manner, the additional costs that will arise from the implementation of the consequential increases in salaries and allowances for workers currently earning above the new minimum wage.

10. The Technical Committee being inaugurated today will be chaired by an Economist and Financial Expert, Mr. Bismarck Rewane. Other members of the Committee are experienced economists and administrators from the private sector working together with all the relevant officials in the Government.

11. The Terms of Reference of the Committee are:

a. To develop, and advise government on how to successfully bring about a smooth implementation of impending wage increases;

b. Identify new revenue sources, as well as areas of existing expenditure from where some savings could be made in order to fund the wage increases without adversely impacting the nation’s development goals as set out in the Economic Recovery and Growth Plan;

c. Propose a work plan and modalities for the implementation of the salary increases;

d. Any other suggestions that will assist in the implementation of this, and future wage increases.

12. Given the urgency of this exercise, the Committee is expected to complete its deliberations and submit its report and recommendations within one month today.

13. It is now my pleasure to formally inaugurate the Technical Advisory Committee on the Implementation of an Increase in the National Minimum Wage.

Only a wicked man will deny Nigeria workers an increasment . For states claiming that they can't pay 30k should sit down and talk with workers .But believe me most of this governors are selfish and wicked .

I now see reasons why Nigerians called PMB Baba GO SLOW' imagine for ordinary 30k minimum wage he has innuagurated more than one committee. How on earth did Nigerians allowed on of our own Ancestors to rule us. Our future can not be determined in the past. Pls open your eyes and vote for visionary leaders that can pay a living minimum wage and not a DEADLY one.

Have you wondered why buhari is not campaigning?

The president have been instructed by his doctors not to get himself involved in vigorous campaign, else he might get admitted back to London clinic which will be a big blow to the Apc.

My Advice is this, if buhari does not visit your state for campaign do not vote him.

Forming technical Committee to do what? Is it your money? Are the Workers not demanding for their Constitutional Rights?
It is obvious that Buhari is doing delay tactics not to sign the bill or pass to NASS.
When Buhari took our billions of naira to treat himself in London, did he form technical committee to approve it?
Buhari wlli form Technical committees and pump in money to it as job settlement for the boys. And in the end, nothing will come out.
Buhari may the gods punish u if you dont sign that bill quickly.
You and your family are budgetting billions to yourselves and feeding fat, but u don't want to pay paltry 30k to workers.
Honestly, i dont blame Buhari, I blame NLC for allowing themselves to be tossed around like pingpong.
NLC should just mobilize workers and shut down the economy and see if the Oloshi of a President wont approve that bill immediately.

Dis govt is d definition of deception. So afta setting up a committee last year on minimum wage review, dey are setting up a technical committee again dis year. Workers don enta one chance.. All dis delays is jus till afta d elections den dey can now settle down and dish out hell in all its doses to Workers and Nigerians and their first port of call is fuel increase. MARK DIS COMMENT

The final outcome will be that they cannot increase it without damaging their ERGP economic plan which uses fake indices to deceive themselves that all is well

It's very funny how people who have little or no understanding of how government operates just come to the open to condemn whatever is been done by the government. Read and learn before you make any silly comments, it helps to broaden your horizon. This committee does not in any way stop the proposed bill to be sent by the executives to Nass for legislation nor does it stop the implementation of the new wage as proposed

HOW THE COUNTRY CAN PAY MINIMUM WAGE COMFORTABLY..........


1. Abolish SECURITY VOTE in NIGERIA. Nigeria will pay N45,000 minimum wage comfortably.

2. a) Abolish CONSTITUENCY PROJECT FUNDS
b) Reduce number of ADVISERS to SENATE PRES(2), HOUSE SPEAKER(2), GOVs(4), PRESIDENT(5), VP(2)
c) Reduce current ALL Political Office Holders PAY CHEQUES by 51.5%, without exception
d) Do away with special remuneration to POLITICAL ADVISERS & PUBLIC SERVANTS e.g; Purchase of Private Vehicles, Houses, granting Govt paid Vacations, paying for 1st & Business Class Transportations, etc, etc...
e) Abolish payment of OVERSEAS MEDICAL BILLS for Political Office Holders.
f) Eliminate PRIVATE PRACTICE in public workforce
g) Eliminate participation of Public Workforce in Partisan Politics.
h) Institute EMPLOYMENT BY MERIT, and eliminate UNDEREMPLOYMENT.
i) Review and eliminate allocation of Govt paid POLITICAL AIDES & SUPPORT STAFF to Political Office Holders.

With (1) + (2) Nigeria would pay a minimum wage of N65,000 comfortably

3. Move Nigeria MORE to Private Sector Driven Economy
a) Privatise ALL of Federal Govt PARASTATALS & reduce Federal Direct Funded AGENCIES to 68% of the present.
b) Privatise ALL of STATE Govt PARASTATALS & reduce State Direct Funded AGENCIES to 19% of the present.
c) Reduce current DIRECT LABOUR JOB participation by 49%
d) Encourage more Working Hours until Nigeria economic stabilizes
e) Discourage UNIONISM in Public Workforce

With (1) + (2) + (3), Nigeria would pay a minimum wage of N101,500 comfortably.


4) Institute DEATH PENALTY to proven THEFT OF PUBLIC FUNDS no matter how little, and LIFE Jail Sentences for COLLABORATORS.

With (1) + (2) + (3) & (4), Nigeria would pay a minimum wage of N203,500 comfortably.
