Rwanda President working with his citizens in cleaning exercise not because election is around the corner but because that is who he is... Leadership by involvement.
He Closed 6000 Churches last year, Saying
Pastors are playing with the faith of Rwandan citizens, that Pastors Need To Have Degrees To Preach In Church
He officially banned BLEACHING CREAMS FROM ALL SHOPS IN RWANDA.
That is a great political will in play. He is not afraid of the foreign power behind some of these companies making billion of dollars from the Africa market.

You can only see Nigerian leaders this way when it's time for election but then that was before sef nowadays they don't even care to show themselves up to people who will vote them anymore but relying now on rigging, vote buying, violence and damming all consequences yet we still applaud them cause of little cash they give out..

He's got hit-squads in foreign capitals to take out dissidents, he silences opposition in his country, he "wins" elections by 90+ percentage points, he's a one-man show & that's why he can just unilaterally shutdown or ban things.

Aggrieved individuals/communities would most likely approach the courts or watchdog institutions in decent democracies like Nigeria or SA to seek judicial remedy, but the courts aren't independent in Rwanda and the state is adverse to both internal & external criticism.

Sure some things work but the citizens live in fear.
