The Independent National Electoral Commission (INEC) has formally released a 33-page regulations and guidelines for the conduct of the 2019 General Elections.

The INEC Chairman, Prof. Mahmood Yakubu, who signed the document, said this was done in exercise of the powers conferred on the commission by the Constitution of the Federal Republic of Nigeria 1999 (as amended) and the Electoral Act 2010 (as amended).

Highlights of the guideline include the simultaneous accreditation and voting, which has been opposed by some opposition parties.

The documents which listed incidences that may warrant postponement or cancellation of elections among others, also stated that accreditation and voting would hold simultaneously between 8am and 2pm.

The section on the method of voting also prescribed that the Permanent Voters Cards (PVCs) and Smart Card Reader (SCR) shall remain instruments of identification of prospective voters.

“Election to the office of President and Vice President as well as National Assembly shall hold on the 3rd Saturday in February of any General election year, while election to the office of Governor and Deputy Governor and the State Houses of Assembly shall hold two weeks thereafter.

“Whenever the end of tenure of FCT Area Council coincides with a General election year, election into the office of Chairman and Vice Chairman and Councillors of the Area Councils shall be combined with election for Governor and Deputy Governor and the State Houses of Assembly.

“Where the end of tenure of FCT Area Council does not coincide with a General election year, the election to the office of Chairman and Vice Chairman and Councillors of the Area Councils shall hold on Elections to which these Regulations and Guidelines apply,” the guideline reads in parts.

On the method of voting, the guideline said that voting shall be in accordance with the Continuous Accreditation and Voting System (CAVS) procedures as specified in the Regulations and Guidelines, the Election Manual and any other Guide issued by the Commission.

This is at variance with the demand of the 61 opposition parties which insisted that the chairman of INEC retains the 2011 and 2015 separate accreditation and separate voting system, which Nigerian voters are familiar with and avoid creating confusion and loophole for massive tampering of result with the continuous/same time accreditation and voting.

The guideline insisted that no person shall be allowed to vote at any Polling Unit/Voting Point

Settlement/Voting Point other than the one at which his/her name appears in the Register of Voters and he/she presents his/her PVC to be verified by the SCR, or as otherwise determined by the Commission.

The guideline equally bars the usage of telephones and other electronic devices capable of taking pictures in voting cubicles.

“Voters may come to the Polling Unit with telephones and other electronic devices provided that they do not take them to the voting cubicles or take pictures of other voters while they are voting,” it said.

The document said voters are free to remain within the vicinity of the Polling Unit to witness the sorting and counting of votes and the announcement of results, provided he/she is orderly.

According to the guideline, where the total number of votes cast at a PU exceeds the number of registered voters in the Polling Unit, the result of the election for that PU shall be declared null and void, and a report in that regard shall be made to the collation officer.

It added that where the total number of votes cast at a PU exceeds the total number of accredited voters, the outcome of the election shall be declared null and void, and a report in that regard shall made to the collation officer.

The commission said that where a voter’s PVC is read but the name of the voter is not on the

Register of Voters, the election official “shall politely request the voter to leave the polling unit”, adding that in the event that the PVC fails to be read by the SCR, the polling officer shall also “politely request the voter to leave the PU”.

CUPP will not like the simultaneous accreditation and voting that Inec is introducing this period... Last week they were shouting that they want it done like 2015 where you go for accreditation first and later go back for voting.
I remember in Rumuolemeni ward 6 Obio-Akpor LGA, Port Harcourt. After accreditation thugs came and collect all the materials and the result was announced on Radio... This time around that is not going to happen..
Let’s see how PDP will record 99% votes in the SS/SE....

Not only CUPP. PDP has been finding ways to undermine the process. They want to dictate how the whole election should be done and once they're checkmated, they cry blue murder.

PMB is "dull" but he always outsmarts all PDP big-wigs put together. He refused to sign the landmines they set up for him on four occasions. If he had signed any of those amended Electoral Act, card reader will have been a thing of the past as we speak, counting and announcing result at polling stations will have gone with the wind, the election order favoring his enemies will have been effected, electronic transmitting of election result (which could have made tampering of results possible for PDP) will have been mandatory, etc.

Abeg, if the man come smart nko?

Don’t mind those shouting SE/SS is locked down for PDP... I’m sure when the results starts coming in their eyes go clear... I’m waiting to see how Rivers will come with their usual 1.4 million,Akwa-Ibom 900k, Delta 1.2, And other SE states with their bogus figures....

shocked shocked shocked Just imagine! The president was banking on the almajiris to do the magic for him again.No wonder Buhari refused to sign the much better amended electoral act into law.

Both the Election Tribunal and Appeal court ruled that out of 1.4 million Votes cast during the Governorship election in Rivers State only less than 400,000 were accredited with card readers..... Same thing happened in Delta, Akwa-Ibom.... The SS and SE has been benefiting from Incident forms since 2003... Go and do your findings well they've always recorded 99% voting....
