El-Rufai stated that “The total revenue allocation to all Local Governments from the Federation Account should, therefore, be determined and fixed, leaving it to the State House of Assembly to legislate on the vertical and horizontal sharing arrangement”. I dont understand what he means by state houses of assembly determining vertical and horizontal sharing. The local governments automony amendment would cancel joint account so they have financial autonomy outside of state. I dont see why states should determine how much federal government gives local government or vice versa. Do the states give 10% of their igr to the Local governments? the local governments allocation is fixed why shouldn't the states be? Approved LG autonomy: Benue, Plateau, Niger, Bauchi, Sokoto, Bayelsa, Cross Rivers, Kwara and Ogun |

This is the way forward. Providing basic education is the function of local government authorities. Only when they get the right resources due them that they can do it properly. However, I so much doubt that these local government people will not siphon the money while dropping peanuts for developing their local area.
