A Speed Limiting Device is an electronic device fitted in a vehicle (Buses, Trucks, Vans Tankers etc) with a view of ensuring this vehicle maintains a speed limit according to the regulations of the Federal Republic of Nigeria.
Speed Limiting Device operate through electronic sensors and the engine's computer.
A series of sensors detect how fast the vehicle is going, then communicates that information to the engine's computer, which manages nearly all the engine's functions. Once the vehicle reach a pre-determined top speed, the computer steps in and restricts the flow of air and fuel to the engine and even the sparks that cause combustion. Either way, the vehicle will be unable to exceed the top speed as determined by the car's manufacturer.

FREQUENTLY ASKED QUESTIONS AND ANSWERS ABOUT SPEED LIMITING DEVICE

What does a speed limiting device do?

A speed limiting device is a mechanical, electronic or electrical device installed on a vehicle to help monitor and prevent it from exceeding the approved speed limit

Is a speed limiting device really necessary?

Yes. A speed limiting device is important in the following ways:
It helps to prevent your vehicle from exceeding the approved speed limit
It helps to lessen the risk and magnitude of accident arising from over-speeding
It helps to keep vehicle fuel consumption at an acceptable level
It helps to lessen the impact of wear and tear on motor vehicles
It reduces maintenance cost generally

Why is the Federal Road Safety Commission (FRSC) enforcing the use of the Speed Limiting Device?

One of the major causes of road accidents is excessive speed by motorists. Such uncontrollable speed often results in avoidable accidents that claims lives and destroy properties. So to help reduce the incessant cases of accidents on our highways, the FRSC, in conjunction with other relevant agencies and stakeholders is enforcing the use of speed limiting devices by motorist in Nigeria, starting with commercial vehicles

Yes. All vehicles in Nigeria are required to install the speed limiting device. However, the FRSC wants fleet operators and commercial vehicles to commence the use of the device not later than October 1, 2016. The deadline for enforcement of the policy on private vehicles would be announced by the FRSC in due course.

Is they any penalty for non compliance with this regulatory requirements?

Yes. There are penalties for non-compliance with this regulation and this may range from outright vehicle impoundments to prosecution of the driver/vehicle owner.

How can I request for a speed limiting device?

To request for a speed limiting device, simply contact one of the licensed dealers
The dealer would inspect your vehicle and recommend the most appropriate speed limiting device for it
The device would be installed on your vehicle by the dealer or his accredited agent
Upon completion of the installation, the dealer would forward your vehicle data to the FRSC for installation certificate to be issued to you

Here are six vehicle particulars every car owner should have

1. Drivers license
There is no getting around this one, as it is the first and most important document required by the Nigerian law if you must be on the road.

Getting the license from the FRSC or VIS means that you must have passed the requirements and have been declared mentally and physically stable to be able to drive on Nigerian roads.

To qualify for this license, you must be at least 18 years of age.

2. Certificate of roadworthiness

You don't want to drive your car on the road without a certificate of roadworthiness because it is the document certifying that a vehicle is road-worthy and can be driven on the Nigerian road for a stated period of time.

Additionally, after the driver's license, the next important document required to drive on Nigerian roads without any form of molestation is the national certificate of roadworthiness.

This certificate is to indicate that your vehicle has passed all the criteria required to be on the road as regards safety and all its measures. To get this, an inspection would have been carried out on your vehicle by Vehicles Inspection Officers (VIOs) to ascertain this. Be sure to keep your vehicles in top shape in order to scale this hurdle.

3. Insurance certificate

The insurance certificate is insurance for cars, trucks, motorcycles, and other road vehicles. It provides financial protection against physical damage and/or bodily injury resulting from traffic collisions and against liability that could also arise therefrom.

4. Vehicle registration

The vehicle registration is a document that clearly indicates that a car has been duly registered under the Nigerian law and, as such, complies with the various regulations guiding this act.

5. Proof of ownership

This is to prove that you own the vehicle and can be gotten from the Vehicle Inspection Office (VIO).

6. Hackney permit

The Hackney permit is another document that is required to drive freely on Nigerian roads and particularly on Lagos roads without any form of harassment.

To simply put it, the hackney permit is simply a license for vehicles below a certain weight category to carry goods within a state. This document should be issued to you at the point of registering your vehicle and does not require any form of inspection whatsoever.
