Trouble is these days, all the kids want to feel among, so by 14 they are demanding for smart phone so they won't be left out. And once you have your one phone, you can pretty much go anywhere you want. The Internet is not a safe place, in spite of all the benefits, so there are apps to help monitor and limit.

One thing somebody mentioned they do is the phone does not have a sim, so child can only browse where there's wifi (at home), which is connected to a router/firewall. Of course, the kid can go to somebody else's network and browse, so it's not the best solution either.
