This is one of the most abused stuff in naija. The idea of spy police program is to train private citizens as police officers to guard specific environment eg shell company sends it's guards to the spy police program as ND when they finish, the are given police gear ND can arrest ND engage criminals within the shell facilities where they are posted to.
