This is not fake news, though its reported half truth. The matter is that due to conflict of voiding a vote by line-thumbing ,it is best to avoid the thumb because of its size and it's illusional blocade while thumb-printing. So it is suggestive of the fact that the index finger is the best to use.
Again, the muscular coordination needed while using the thumb on a "fragile" space is more compared to using your index finger.

Fake news. All the fingers can be used to vote. The only reason for preferring the use of the index finger (in fact, the tip of the index finger) is because of the smaller space available for thumb printing due to the larger number of candidates participating in the Presidential election. The thumb being big will surely cross the line and invalidate the vote. If it doesn't cross the line, it can not be voided because you used the thumb.
