Don't you see that if government starts to follow what you write above, they will become as lawless as those they are fighting? If government starts ignore the constitution, ignore due process, impose "shoot to kill" where it likes that means there is no rule of law anywhere, but government and citizens.

International observers are flying in all over the world, what if a stray bullet hits one of them or an innocent voter in the course of chasing ballot box snatchers?
