There are engineers that vouch that they can unlock iCloud locked devices so,
Is it advice able to purchase an iCloud locked device from eBay or somewhere else, let's say an Xr and then unlock it here? And maybe possibly re-sell?

1. It is cheaper to buy an iCloud-locked iPhone here in Naija, than to buy from Ebay. Most oyinbo sellers still think that the iCloud-locked phone is worth as much as half the price of the fully functional phone model (and, it actually is, because parts and repairs are expensive over there), but iCloud-locked phones don't have much value here. Ikeja people buy at 'scraps' value, even though they're going to make good gains from harvesting and reselling the parts.
So, buy from dealhunters here or at Ikeja CV, and it will be cheaper than what you'll get on Ebay. A neat XR, on Ebay, won't cost less than $200, minus shipping.

2. There are people who claim to be able to unlock iCloud-locked iPhones. Yes. However, until you try their service, it's just a claim. Apple updates their software every other month, and users are encouraged to always update to the latest OS, and the last software becomes obsolete and useless. Apple knows that there are many hackers and hotheads who are always trying to compromise their security and especially, the icloud server.
For now, hackers and hotheads can only run scripts, or codes, or hacked software that helps to bypass the iCloud logon page. In most cases, you won't be able to turn off Find My iPhone, and your iCloud-bypassed phone won't be able to make calls or access key Apple services. It will only be good as a Wi-Fi, and camera device.

3. Is it worth it, buying an iCloud-locked iPhone, have it unlocked or bypassed by an engineer, and using it with the limited functionality or selling it so? NO, it's not worth it. You'll only lose more money than you already wasted on buying an iCloud-locked iPhone. A fully functional, factory unlocked iPhone 6s is better than iPhone X that can only be used as a Wi-Fi/Camera device, in my humble opinion.
However, if you do get a cheap deal on Ebay or in Naija, and you unlock for cheap too, make sure that you use the phone for a while, so that, whenever you decide to sell it, you'll give a detailed description of what works and what doesn't, to your prospective buyer, for them to make an informed decision. Make dem no come call you out on Nairaland, for selling a bad deal.

If you buy a bargain iPhone deal and the deal goes bad, and you end up with an iCloud-locked iPhone, you can sell it to someone else who needs the parts, to recoup some of your investment, or keep the device for when you will need the parts.
