I need additional supplies to make up the short-fall.
The SPA must be on a CIF basis.

Decency demands that truth must be told at all time.It is pretty difficulth to access mandate sellers.But I can rest assure you that I have access to sellers's contact that have NNPC allocation for CIF,while I am priviledge to have a foreign seller's mandate for BLCO but I do not know if product is available for now.But if you wish to further this business with I could forward detail of available product that could meet your roll on extention contract on CIF.Kindly contact me at realcanon4wealth@yahoo.com inorder for me to forward the ones at my disposal to you.Please buyer(s) must conform with seller's procedure in the SPA to avert time wasting.

I have a seller which deals directly with NNPC but the procedure is on FOB. Below is the details of his procedure:

PROCEDURE ON BLCO FOB BONNY TERMINAL

1. Buyer and Seller sign and seal this Contract and exchange the signed copy by Electronic Mail. The Electronic signed copy by both parties is considered legally binding and enforceable.
2. Buyer returns the signed contract with vessel details which include CPA, Q88, Charter or Pre-charter Receipt and Authority to Load (ATL).
3. Seller in partnership with NNPC, upon receipt of the vessel details and confirmation of same, will issue a LAY-CAN/Terminal NOR by Fax or Telex directly to the Buyer’s vessel Captain to sail to Bonny Terminal for Loading.
4. Seller will guarantee the clearance of Buyers VESSEL in and out of Bonny Terminal.
5. Seller shall refund buyer’s full Pre-Charter payment if after receiving the undistributed Buyer’s vessel details for Fourteen Days and given access to the vessel Captain, DID NOT Program and or issue LAY-CAN/TERMINAL NOR for the vessel to come into Bonny Terminal for Loading.

6. Both Buyer and vessel captain will confirm LAY-CAN/NOR from TERMINAL Operators.

7. Buyer after receiving and confirming the Terminal NOR issues a conditional BG/LC for the full value of the cargo.


8. Seller in Partnership with NNPC Terminal, upon receipt of Buyer’s BG/LC will sent the JTF and Security Escort to go and meet Buyer’s vessel and escort the vessel into the Terminal for Loading after the Buyer Vessel captain replies with an ETA to Seller and NNPC TERMINAL OPERATORS.

9. Upon confirmation of loading, Seller will call on board super cargo and Buyer inspection agents for Q&Q.

10. Once inspection is completed to the satisfaction of the Buyer including the Bill of lading, warranty of title and original documents in buyer’s name, Buyer open non operative financial instrument within 1 business day and it becomes cash in sellers bank. The above mentioned financial instrument will be activated once Buyer receives the title to the cargo(s), Bill of lading and original documents in buyer’s name. Vessel then sails with JTF security escort and Super-Cargo on board to international waters onward buyer’s destination

11. Upon confirmation from seller’s bank of payment, Seller issues original documents of product in Buyer's name to the Buyer.

IF CARGO SPECIFICATIONS ARE THE SAME AS THE CARGOS’S SPECIFICATION FROM THE Q&Q INSPECTION AT THE LOADING PORT, BUYER IMMEDIATELY ACCEPTS AND SIGNS THE SGS REPORT AT THE DELIVERY PORT AND SENDS A COPY TO THE SELLER.

G. WITHIN 5 DAYS OF VERIFICATION OF THE SGS REPORT AT THE DELIVERY PORT, BUYER PAYS FOR THE CARGO VIA SWIFT MT103 /CASH WIRE IN FAVOR OF THE SELLER’S ACCOUNT. SELLER TRANSFERS/ENDORSES TITLE AND ALL RELEVANT DOCUMENTS TO BUYER.

I have a seller which deals directly with NNPC but the procedure is on FOB. Below is the details of his procedure:

PROCEDURE ON BLCO FOB BONNY TERMINAL

1. Buyer and Seller sign and seal this Contract and exchange the signed copy by Electronic Mail. The Electronic signed copy by both parties is considered legally binding and enforceable.
2. Buyer returns the signed contract with vessel details which include CPA, Q88, Charter or Pre-charter Receipt and Authority to Load (ATL).
3. Seller in partnership with NNPC, upon receipt of the vessel details and confirmation of same, will issue a LAY-CAN/Terminal NOR by Fax or Telex directly to the Buyer’s vessel Captain to sail to Bonny Terminal for Loading.
4. Seller will guarantee the clearance of Buyers VESSEL in and out of Bonny Terminal.
5. Seller shall refund buyer’s full Pre-Charter payment if after receiving the undistributed Buyer’s vessel details for Fourteen Days and given access to the vessel Captain, DID NOT Program and or issue LAY-CAN/TERMINAL NOR for the vessel to come into Bonny Terminal for Loading.

6. Both Buyer and vessel captain will confirm LAY-CAN/NOR from TERMINAL Operators.

7. Buyer after receiving and confirming the Terminal NOR issues a conditional BG/LC for the full value of the cargo.


8. Seller in Partnership with NNPC Terminal, upon receipt of Buyer’s BG/LC will sent the JTF and Security Escort to go and meet Buyer’s vessel and escort the vessel into the Terminal for Loading after the Buyer Vessel captain replies with an ETA to Seller and NNPC TERMINAL OPERATORS.

9. Upon confirmation of loading, Seller will call on board super cargo and Buyer inspection agents for Q&Q.

10. Once inspection is completed to the satisfaction of the Buyer including the Bill of lading, warranty of title and original documents in buyer’s name, Buyer open non operative financial instrument within 1 business day and it becomes cash in sellers bank. The above mentioned financial instrument will be activated once Buyer receives the title to the cargo(s), Bill of lading and original documents in buyer’s name. Vessel then sails with JTF security escort and Super-Cargo on board to international waters onward buyer’s destination

11. Upon confirmation from seller’s bank of payment, Seller issues original documents of product in Buyer's name to the Buyer.

PROCEDURES:

1. Seller issues SPA contract for the full term of product delivery (12 months
plus any additional time to complete final delivery) and presents NNPC
confirmation Letter of Authorization to sell excess crude allocation as
Proof of Product availability to sell under Seller’s name.

2. The Buyer signs and seals the contract and returns to Seller. Buyer’s Bank
sends RWA via SWIFT to show Buyer’s readiness and intent.

3. Upon exchange of the fully executed contract the Buyer will have his bank issue an inoperative RDLC via SWIFT to the Seller’s bank in favor of the Seller forthe term of the contract, to be activated by Seller’s 2% Performance Bond and funded for one month’s delivery. Operative for security only and will not bedrawn down unless MT103 payment is not received in accordance with contract terms. All documentation will be deposited into the Buyer’s Trust EscrowAttorney’s Bank account with bank instruments transferred to the account via SWIFT.

4. With all of the required documentation inclusive of contract and the Buyer’s POD data with Tank Farm and on shore Tank Storage details and the bankinstruments on deposit in the Trust Escrow Bank Account the Seller will have the keyboard terminal programmed and scheduled for the first lifting.

5. Upon the vessel being loaded, Seller will issue a Pro Forma Invoice based on the price of the agreed discount off of the daily Brent Platt and the Load MeterReading.

6. The Pro Forma Invoice will include all of the Loading Documents, SGS report, Bill of Lading, and the Ship Masters’ copies of all loading and export docs.

7. Upon setting sail, Seller’s Ship Masters will be instructed to send a Q88 to
Buyer’s POD, to the Buyer's contact and to the Seller.

8. The Ship Masters will repeat the sending or the Q88 update at three
(3) days, two (2) days, one (1) day and then 12 hours out of the POD.






9. The payment process, to be completed via SWIFT MT103 Bank to Bank issued against the Commercial Invoice, will be initiated by the SWIFT MT 103 PreAdvice issued against the Pro Forma Invoice, in exchange for Title Transfer. The MT103 Pre Advice must be received by the Seller’s bank and on deposit in theTrust Escrow Account within five (5) days after receipt of the Pro Forma Invoice.

10. Upon completion of each discharge there will be a new SGS report issued with the Q & Q of the out turned barrel (BBL) count which will be used to recalculate the Commercial Invoice Price for the payment due. This invoice will include copies of the discharge SGS report, all other
discharge documents (as required), and Deed of Ownership if not provided earlier.

11. All payments will be made bank to bank to the Seller’s nominated banks as stipulated in the Commercial Invoice. Upon completion of discharge, andwith all documents and bank instruments on deposit in the Buyer’s Trust Escrow Account the MT 103 funds are released and documents transferred as required. Original copies of all documents will be transferred by bonded delivery service.
