While mass rail transit is optimal for megacities, every single megacity still retains an extensive bus system.
A rail system is like a broadband cable infrastructure, you will still need "last-mile" infrastructure and with mass transit that's usual buses.

Furthermore, a mass transit rail system is often an expensive, extensive and complex infrastructural project, and even moreso when undertaken in a living working city (rather than in the suburbs or in a new city development), which can often run into delays. Accordingly, while working on it the government can (and should) continually improve other available forms of mass public transportation.

PS: BTW, there was absolutely NOTHING conceptually (or otherwise) wrong with the Cleaner Lagos Initiative anchored around Visionscape. The notion that a continuously growing megapolis like Lagos would continue to be adequately served by PSPs that own a couple of (often second-hand or broken) trash compactors, without adequate sorting and/or sorting capacity or facilities is a fool's paradise.

But let's get this straight, so you are blaming Lagos Governors for the poor operations of the federal government's ports or the poor state and inadequacies of the federal government's roads around the ports or for failure of the federal government to build/fix the Nigerian Raailway Corporation's rail lines to the ports for ease evacuation of cargo?

Anyway, I do not necessarily blame you because the Lagos State government has previously used the funds of Lagos taxpayers to rebuild/reconstruct the federal government's dilapidated Badagry Expressway and Airport to Oshodi Expressway.
