Same thing here, for overseas. I didn't think it meant anything since the letter has already been stamped. The email, I think should be for the CC recipients. I resent the letter anyway.

Normally they just require you to respond to the email saying you accept the scholarship, except if for the local it is different

I uploaded an acceptance letter according to the content of the letter and signed the award letter according to the content of the mail.
