The government has blamed previous President Goodluck Jonathan and former Minister of Petroleum Resources Diezani Alison-Madueke, of taking kickbacks for the dubious OPL 245 arrangement.

These allegations were incorporated into archives documented at a London court by legal counselors speaking to the government concerning installments made to gain the permit in 2011.
