So this can be found in public buildings especially those with high storeys to enable firemen easily access water in the case of fire emergency

It takes fresh eyes like your's to come and tell people about these things the natives just take for granted. I call it the 'Fruits of having Knowledge of God', UK people taking "love thy neighbour" to another level, as opposed to just believing in God and trembling like we do back home.

I guess we talk and think like children who look through murky glass and see only in part the reflections in a mirror.
