Build one yourself, i can vividly remember myself building an electrolyzer those days i was crazy about science experiments...
But it all depends on how advanced what you intend to use it for...

I tried doing so some time ago, although I was trying to do the choralkali process...
I got a small 4l white water can, bored a hole into it and attached a pipe... Then did the same thing with another one and connected both with a pvc pipe...
