yes it can. Dual core. Single core can. A computer that is 10yrs old can b used for modern programming with no problem at all. You wont experience any issues until u begin doing things tht are ram or processor intensive-e.g video editing or running certain software

As long as you wouldn't be doing intensive Graphics, Animations and/ Video editing, any Laptop or Desktop would do.

Also a quick Googling would give you so much useful results instantly with no need to waiting for replies.
