No no no. It wasn't a mistake. Twas a deliberate act by either the Cashier or whoever packed the bundle. It's a simple practice most dubious cashiers indulge in. Usually stuff lower denominations in higher ones and if undetected, is calculated as 100pcs of the higher denomination.

Her mom's undoing was not confirming the money before leaving the counter. Lessons learnt.

The chances of being mistake is very minimal, there is possibility one of the Cashiers in the branch is pilfering cash and may not be the one that paid your mum. The woman should to take the wrappers of affected bundles back to the branch, she may not get refund but can help the bank to catch the thief among the staff.
