If you read the report devoid of the preconceived bias of "he was dashed an oil block" you will see that what he bought was an oil exploration licence;
Danjuma paid $25m in 1998 for the oil field exploration license that made him a billionaire.

If you remove the bias from your head, you will realise than an oil exploration license is different from an oil mining license.

An exploration licence gives the licence holder exclusive rights to explore for petroleum or specific minerals within a designated area but it does not permit mining, nor does it guarantee a mining or production lease will be granted.
