I dont think Mercy was acting or intentionally threw Ike under the bus. She has been consistently begging Ike to return the coins and Ike keeps promising to return it and never does.
If I were her, i will tell Esther I saw it, kept it to prank her and someone else stole it.

Ike did not break any rule. Mercy is 100% sure about that. So why bring conscience to a game of 60m when she is aware there is only one winner?

Let's forget about her "conscience" for a second and consider her actions when Esther discovered that those coins were missing. If her actions weren't sinister why didn't she keep those coins herself since it's all pranks?
