That's one of the disadvantages of Homegrown policy. You need minimum of 8 players each season for you to complete 25 in both EPL and Champion league. I think the reason for high wages given to them Pogba, Rashford, and Lingard, cos they are both homegrown and club-trained players before turning age 23 and most have spent three straight years with the club.
