Waste of time. The only way to stop the smuggling is to remove the wasteful petroleum subsidy. Use the subsidy to develop modern mass transit system (trains and buses) and a decent nationwide road network.

Organizations like NUT have filling station, they just erect it to gain license for easy smuggling.
