Apprenticeship system VS Employement based system.

As a young business analyst, I have taken time to study both system and compare them in terms of how they both operates. The former involves a system whereby young entries are signed up to understudy a master on a particular business for a certain duration before setting out to own thier own businesses.

Pros on c.e.o :
1. no salary to be paid, just stipend allowances,
2.low employee turnover because the apprentices won't leave until the end of the set duration.
Cons: massive investment in training apprentices

The later is a system where workers are employed to be part of a business and they earn an income.

Pros: c.e.o get to hire trained staffs thereby reducing cost of trainings, it also gives room for staff promotion

Cons: salaries must be paid either the business grows or not, also chances of employee turnover since most workers will always want to move to a better paying job.

These are just few points out of the numerous. Which of these do you find more sustainable?
