It means that these fraudulent guys will target those banks that don't show available balance... All banks should have come up with counter-measures for this fake alert issue by now

I dont think there's any deep thinking to that. If I see alert without balance then it's fake. Simple.

I also simultaneously get an email at the same time. So good luck to you.

The person you quoted is not a liar, I use FBN and I don't receive my new balance whenever I'm credited. The SMS just shows how much was paid.
