What caught my interest is the security operatives that will escort him. Why, and what will be the duty of these operatives while in India? Does India Law allow foreign security operatives to perform guard duty on their soil? If someone walks in to abduct Zakzakky and wife, are the Nigerian operatives expected to fire at them, call police, or...what specifically can they do to thwart abduction attempts on foreign soil? They can't even foil a kidnap attempt in Nigeria much more in India. I believe they are just there symbolically, functionally their presence there is useless.
Exactly what i was thinking, if indian operatives are used, are they going to fire at nationals on foreign soil?

No foreigner is allowed to bring arms into India, including foreign security officials. If they are found with arms they will be arrested and deported.

Only exception is the select few bodyguards of visiting heads of states. In that case the concerned bodyguards will be vetted and and only allowed to bear small arms when their head of state is within non public areas ie in the privacy of hotels or embassy only.

The DSS guys will be unarmed and will simply and only act as liaisons and represent the Nigerian government and will be the on point personnals to interact with Indian law enforcement agencies if any help is required.

All security services within India to foreigners as per their requirement is provided by Indian law enforcement agencies only. No exception.

And the expense bill for the security services rendered will be forwarded to the Nigerian embassy once the patient is treated and sent back to Nigeria.
