Does anyone know of any banks that accept TB as Collateral? I use GTB and they said they don't.

Why not just liquidate the tbills instead?

You want to use cash as collateral for loan? I don't think that's acceptable anywhere. It's advisable you withdraw the Tbils and use it to execute your project
