It is not often for the best player...
Many players in Division 3 and a couple of unknown players have won the award.
Even players in Under 20 .

Any player can win the Puska award, as long as your federation is under FIFA, even a player from Enyimba or shooting stars!

Google Puska award, you will know the player called Puska and how the award came to be, Google is always your friend!
