Who dey count? You dey there when secretary collect collect 1k with no receipt to take your form to local government Chairman to sign. Or when throwaway face collect money on highway. Or when potential student's parent pay ICT unit or adminstrative unit for his child to get admission. Abeg, shift one side with your mumu estimate. The truth is bribery and corruption has become a cultural thing...you can't even put a figure to how much exchange hands everyday. |
