No amount of arrest can solve the problem of begging and beggars in the north. The govt need to do more than just arresting and arresting. The system is already corrupt and the subjects are so used to the acts. Just like prostitution-the oldest profession, begging is a way of survival for the averaged northerner. Some of them are making millions out of the 'profession'. |
