Though I don't advise you start learning Android development this why, I understand your resources might be limited and you can't afford a computer right now. Don't worry, about 10 years ago I started this way too, so don't let that discourage you. The app you're looking for is an android ide. I used to use AIDE app then an I could compile and run codes from it with no problems. Search it on playstore.

You must be able to give your Android dev lots of time so I just hope you're not feeding yourself yet. Next you need data..enough data bro.

Aide is good but the premium version is the best.

If you're going for Java then "Java N - IDE" is good for the job.

And python is great for your dreams , you can download "Qpython3"
