Loi must come with ICPO Endorsed by their bank...cos too many people claiming to be buyers are just stressing the owner of the license, everytime each of them comes, they take the owner through another verification process @ DPR office in NNPC. And it eventually turns out that after confirming the authenticity, they don't have money to buy the license. Over 5 buyers have come without performance.
