What does a speed limiting device do?

A speed limiting device is a mechanical, electronic or electrical device installed on a vehicle to help monitor and prevent it from exceeding the approved speed limit

Is a speed limiting device really necessary?

Yes. A speed limiting device is important in the following ways:
It helps to prevent your vehicle from exceeding the approved speed limit
It helps to lessen the risk and magnitude of accident arising from over-speeding

Why is the Federal Road Safety Commission (FRSC) enforcing the use of the Speed Limiting Device?

One of the major causes of road accidents is excessive speed by motorists. Such uncontrollable speed often results in avoidable accidents that claims lives and destroy properties. So to help reduce the incessant cases of accidents on our highways, the FRSC, in conjunction with other relevant agencies and stakeholders is enforcing the use of speed limiting devices by motorist in Nigeria, starting with commercial vehicles



Yes. All vehicles in Nigeria are required to install the speed limiting device. However, the FRSC wants fleet operators and commercial vehicles to commence the use of the device not later than October 1, 2016. The deadline for enforcement of the policy on private vehicles would be announced by the FRSC in due course.


Is they any penalty for non compliance with this regulatory requirements?

Yes. There are penalties for non-compliance with this regulation and this may range from outright vehicle impoundments to prosecution of the driver/vehicle owner.



How can I request for a speed limiting device?

To request for a speed limiting device, simply contact one of the licensed dealers
The dealer would inspect your vehicle and recommend the most appropriate speed limiting device for it
The device would be installed on your vehicle by the dealer or his accredited agent
Upon completion of the installation, the dealer would forward your vehicle data to the FRSC for installation certificate to be issued to you

CLASSES OF DRIVER'S LICENCE

These are the 10 classes of Nigeria driver’s license:

Class A – Motor cycle.

Class B – Motor vehicle of less than 3 tonnes gross weight other than motor cycle, taxi, stage carriage or omnibus. “Omnibus” means any motor vehicle that carries more than six persons excluding the driver while “Stage carriage” is an omnibus used for hire or cab in which a fee is charged.

Class C – A motor vehicle of less than 3 tonnes gross weight, other than motor cycle.

Class D – Motor vehicle other than motor cycle, taxi, stage carriage, an articulated vehicle or vehicle drawing a trailer.

A Case Study on Vehicle Licence Renewal


When you want to buy a naija used vehicle, always have a keen eye on the vehicle licence! Why?

To avoid paying for accumulated debt on a car that was not used by you at that period in time.

For example, today is December 10, 2019.

I just bought a naija used car whose particulars was last renewed in 2011.

I want to renew the particulars immediately.

On calling Car Papers, I discovered that I have inherited a debt of licence fees for 2012, 2013, 2014, 2015, 2016, 2017, 2018 and 2019

EIGHT (cool YEARS!!!

That means I have to pay eight times the current amount on the licence fee.


Vehicle Licence is a permit from the government to own a car. Look at it as a Mining Lease, where you have to pay upfront before you are allowed to carry out mining activities in a given area.

You can even look at Vehicle Licence in this light for a deeper understanding of how it works: I rented an apartment from my landlord and traveled out of the country for an official assignment immediately I paid a year's rent. On returning to the country, I was planning to rest in my rented apartment for the FIRST night, then the old man showed up not only to welcome me back but to demand for another rent because the one I paid had expired. Would it be sane for me to say I never stayed in the apartment for a night, hence I wouldn't pay?


Vehicle licence is the right the government confers on you to own the vehicle. It is a compulsory tax that must be paid yearly.

Search for the vehicle licence of the naija used car you want to buy. Factor in the accumulated debt if any to your final purchasing price. If you have not been renewing your vehicle particulars for long, remember that the day you decide to renew them, you will pay the accumulated debts on the vehicle licence.

HOW TO PROCESS A FRESH DRIVER'S LICENCE

Obtaining a Licence for the first time in Nigeria requires following the steps below:

1. Attend training at an accredited driving school.

2. The driving school will then present you to the to Vehicle Inspection Officer (VIO) for a driving test.

3. Pass the driving test and obtain a certificate of proficiency from the VIO.

4. Complete the driver’s licence application form at the Driver’s Licence Centre (DLC).

5. Pay the licence fee online or at the Bank.

6. Present your application form to the Board of Internal Revenue (BIR) Officer and VIO at the DLC for endorsement.

7. Proceed to the FRSC Officer at the DLC for biometric data capture.

8. Obtain a temporary driver’s licence valid for 60 days.

9. Pick up original driver’s licence at the BIR Office after 60 days.

As an experienced person who has been dealing with vehicle documents for long, I can detect a fake without any hassle.
