Russia does not have money and they are losing technology capabilities. To develop major weapon systems they are going to need JVs with India or China however they have not been good at managing these large cross border international projects.
What they are doing now is trying to raise defence technology development money by selling competitive wares to rich third world countries without making any political judgments or setting human rights criteria.
Nigeria should go for the best of the best and not offer cash but commodities and mineral development joint ventures.

Russia needs to work fast in development of AI, robotics, advanced data processing and cutting edge information technology to be respected. They should also stop doing stupid stuff like they did in.the Crimea and Ukraine. The economy is almost ruined now because of the sanctions and only commodities are sustaining the country. Like a third world country.

On point @ the emboldened. China can fund researches & jointly build weapons with Russia, as they have a mutual enemy in the US. The problem is, neither wants to play second fiddle; they are both aspiring to be the next super power, which isn’t feasible, irrespective of how much their economies have grown or threat they pose. The military, technological & economic edge the US has isn’t going away anytime soon.
With regards to Nigeria getting the best of the best, I think that’s far-fetched. We can’t manage those weapons without expertise, proper regulations & discipline.
Remember Ikeja cantonment incident? Imagine if that was the Minuteman III detonating in such manner? Do you know how catastrophic it would be?
If we want to be on the world stage military wise, we have to fix our economy, fund researches & fight for transparency & accountability from our politicians.
