I think the problem with African leaders(except for maybe North Africa) sleeping at events especially outside the continent is lack of proper planning.
They don't factor in the time difference and also their protocol just use the whole time available in a day for concurrent activities, no break or time for naps except probably while in car on motion.

Ghanaians social media users can’t stop laughing and making hilarious jokes after they sighted a video of President Nana Akufo Addo ostensibly sleeping during the maiden Russia-Africa Summit in Sochi, Russia.

In the video sighted Nana Akufo Addo was apparently fast asleep whilst sppeches were being delivered.
