Damilola Ogunbiyi

UN Secretary-General António Guterres has appointed Nigeria’s Damilola Ogunbiyi as his Special Representative for Sustainable Energy for All (SEforALL) and Co-Chairperson of United Nations-Energy.

Spokesperson for the UN Mr Farhan Haq made the announcement during the organisation’s daily news briefing in New York on Tuesday.

Haq also announced the appointment of Ogunbiyi as the Chief Executive Officer of SEforALL by the agency’s Administrative Board, a choice he said the UN Chief welcomed.

She will take up the post in early 2020, and from 26-28 May 2020 she will welcome stakeholders from across the SDG7 movement at the SEforALL Forum in Kigali, Rwanda.


The University of Brighton educated Ogunbiyi is the first female Managing Director of the Rural Electrification Agency (REA). At Brighton, Ogunbiyi obtained a Bachelor’s degree in project management with construction in 2001 and went on for a Masters degree also in project management in 2002. In an interview, she said she started her career at age 21, meaning she must be in her late 30s or early 40s.

She brings to the new posts “extensive leadership experience and a track record of supporting energy access in Sub-Saharan Africa”.

A statement on the UN website said she was responsible for implementing the Nigerian Off-Grid Electrification Programme.

Ogunbiyi also “successfully negotiated the Nigerian Electrification Project, to rapidly construct solar mini-grids and deploy solar home systems across Nigeria,” according to the UN.

“She also developed the Energizing Economics Initiative and Energizing Education Programme, which provide sustainable and affordable off grid power solutions.

“Before joining the Federal Government of Nigeria, Ogunbiyi was the first woman to be appointed as the General Manager of the Lagos State Electricity Board.

“The Board is responsible for public lighting, independent power projects, and energy development serving millions of people across the state.

“Prior to this, she consulted for the UK Department for International Development on public-private partnerships,” the UN added.

[b]The UN also described the appointee as a globally respected leader with a broad and diverse international network in the area of energy development.

It added that Ogunbiyi built key relationships with leading multilateral and bilateral partners and the private sector.

She is also one of the commissioners for the Global Commission to End Energy Poverty[/b].

The appointment comes as the world is about to enter the final decade pursuing the Sustainable Development Goal 7 (SDG7).

It centres on access to affordable, reliable, sustainable and modern energy for all by 2030.
Ogunbiyi will take over from Rachel Kyte of the UK as Special Representative, Co-Chair of United Nations-Energy, and CEO of SEforALL.

Haq said the UN Chief expressed his gratitude to Kyte for her “dedication and commitment to the United Nations.”

Guterres also praised her achievements in “accelerating universal energy access, and her leadership in advancing sustainable energy transition in the context of the Paris Agreement”.

SEforALL is an international organisation headquartered in Vienna, Austria. It is dedicated to helping the world achieve SDG7 and Paris Agreement targets.

It has continued to maintain close ties to the UN through an existing relationship agreement, partnership with its agencies, and Ogunbiyi’s roles as Special Representative for SEforALL and Co-Chairperson of UN-Energy.

Damilola Ogunbiyi is the first female Managing Director of the Nigerian Rural Electrification Agency and is responsible for Implementing the Nigerian Off Grid Electrification Programme and the Nigerian Electrification Project which is a $350m World Bank facility to rapidly increase the develop solar mini grids and the deployment of solar home systems within Nigeria. She is also responsible for the Energizing Education Program, an effort by the Federal Government of Nigeria (FGN) to provide uninterrupted electricity to Nigeria students by providing power through off-grid captive power plants to 37 federal universities and seven university teaching hospitals. She also developed the Energizing Economies Initiative, which provides sustainable and affordable off grid power solutions to the largest markets in Nigeria. When completed 100,000 SME’s will be connected to uninterrupted power supply.

Before joining the Federal Government of Nigeria (FGN), Mrs. Ogunbiyi was the first female to be appointed as the General Manager of the Lagos State Electricity Board, which is responsible for public lighting, independent power projects, and energy development in Lagos State. Under her leadership, five independent power projects were completed to deliver over 55 megawatts of power to Lagos State hospitals, schools, streetlights, and the Government secretariat. In renewable energy, she completed 5MW decentralised solar project for 213 schools and clinics in Lagos State.

Mrs. Ogunbiyi was the first female to be appointed as the General Manager of the Lagos State Electricity Board, which is responsible for public lighting, independent power projects, and energy development in Lagos State.

Under her leadership, five independent power projects were completed to deliver over 55 megawatts of power to Lagos State hospitals, schools, streetlights, and the Government secretariat.

Mrs. Ogunbiyi entered public service as the Senior Special Assistant to the Lagos State Governor on Public Private Partnerships (PPP). Prior to her appointment, she was a consultant for the United Kingdom Department for International Development (DfID) on public-private partnerships.

Lagos State in south-west Nigeria has introduced Solar energy powered panels in public schools to give the students and their teachers uninterrupted power supply.

Lagos State Governor, Mr Babatunde Fashola, on Tuesday inaugurated the first of the panels installed in Model College, Meiran, promising that 172 of such panel would be installed in different secondary schools across the State in the first phase.

At the school in Meiran, Agbado Oke- Odo Local Council Development Area, the Governor, said it was the State’s answer to the failure of steady public power supply and also part of adaptation in order to respond to current global environmental challenges on reducing carbon dioxide emissions across the world.

He explained that the school would now be powered by renewable energy and that with very reliable maintenance, the unit would serve the College for the next 25 years.

He added that the project would cover all the schools in the State and some critical health facilities.

“We have done the one for the Epe Health Centre last week. We are flagging off today the first one of the 172 schools that are in the first phase.”

The Governor commended the Tutor Generals for their contributions and urged the students to continue to work hard, expressing delight in the progress that has been made since 2007.

Buhari Appoints Young Female Technocrat To Head Rural Electrification Agency.


President Muhammadu Buhari recently approved the appointment of a new Board and Executive Management for Rural Electrification Agency with Mrs Damilola Ogunbiyi as Managing Director. She was until her new appointment the Senior Special Assistant to the President on Power and the Head of the Advisory Power Team

She was tasked with the successful implementation of the Power Sector Recovery Program and Energizing Education Program which will provide Independent Power. Previously she was the first female to be the General Manager of the Lagos State Electricity Board; an agency charged with public lighting, independent power projects and energy development in Lagos State.

Under her leadership, five independent power projects were completed in record time to deliver over 50MW of much-needed, stable power to Lagos State Hospitals, Schools, Streetlights and the entire seat of Government at Alausa, Lagos.

In renewable energy, she completed the first ever 5MW solar project in over 213 locations within schools and clinics in Lagos State.

Damilola also instituted the first-ever online household energy calculator in Nigeria, and championed the energy conservation campaign across Lagos and also implemented the first-ever state-wide energy audit program.

In addition, Damilola maintains a keen interest in mentoring and empowering children and young people. She created the Lagos Energy Academy, which is fully operational and in partnership with Siemens.

Before joining the public service in her first role as the Senior Special Assistant to the Governor on Public Private Partnerships (PPP) with a focus on power sector development, Damilola was a consultant for the United Kingdom Department for International Development (UK DFID).

She also worked as senior project manager for one of the top ten construction project management firms in the United Kingdom (Mace International) and holds an MSc in Construction Management and Infrastructure Development.

Damilola is co-author of a published paper titled: The Risks and Constraints in the Implementation of PFI/PPP in Nigeria. Damilola is a member of the Nigerian Leadership Academy and she is very passionate about infrastructure development in Africa
