it's normal, it's called floor noise

while it is normal to hear some bit of noise from your sound card when you turn up the gain, there are times when most of the noise is caused by bad quality cables. Simply using good quality cables (copper wires) will bring down the noise very significantly.

This isn't just a floor noise, it also enters into recordings. I think focusrite has scammed people with low quality hardware

I an not aware of a massive complaint from users about the noise you are talking about in the latest Focusrite models. I am sure there would have been an uproar by now if such a problem was a general one.
