The FG should properly discuss with ASUU and assure them that even if you are a visiting lecture in other institution you wont be affected.most of the doctors collect double salary they lecture and still work with FMC attached to their institutions. God bless Nigeria.

Then sign it nah.... Lecturer spotted!

A proud one here to rightly inform you.. We will not sign into nonsense... You should know ASUU doesn't pander to bullshit....

They are already designing their alternate softwares (Nigerian Universities Transparency and Accountability System’ (NUTAS), that captures their peculiarities perfectly...

If the FG are sincere in fiscal responsibility, they will review the software and ratify it..

If ASUU doesn't win this one, then your FG should get ready to recruit lecturers from America, India or Japan.

Universities are not Ministries, Department and Agencies(MDAs) of the Federal Government. Universities are established to operate independently from government bureaucracy and Interference. Bringing universities under IPPIS is tantamount to turning them to MDAs and when this happens, the collapse of Higher education in Nigeria is imminent.

The solution lies in having separate IPPIS for the universities rather than merging them in the same IPPIS as the MDAs.

ASUU cant win this one...
They have shown no tangible reason to be exempted...

1. It will erode University Autonomy.
2. The issue if visitation by lecturers (which is legitimate) will be affected.
3. The payment of casual University staff will be affected.
4. It will open avenue for reckless charges from worker's salaries
5. The jssue if retirement age will cause problems because it is supposed to be 70 years for academic staff, while on IPPIS it is pegged at 60years for federal employees.
6. More corruption is likely as workers having issues especially of payment will be at the merc8 of corrupt people before their issues are attended to.
Abd many other issues.
.
Thanks for this brilliant submission, there are many ignoramuses here on Nairaland. My fears about this IPPIS have been confirmed.

The University system is different from the Civil service. It's a global practice that lecturers engage in visiting, fellowships, adjunctships and sabbaticals in other Universities and they are expected to be paid in both places obviously. Without adjunctships and sabbaticals from lecturers of Government Universities, many private and some state Universities save for few would not be able to cope with manpower needs in terms of lecturers. With IPPIS, they can only be paid once at their host University, thereby putting an end to visiting lecturership which will be the natural end of many private Universities. Is that what the government wants? This is just one of the reasons. ASUU is not rejecting being enrolled into IPPIS but that the government should do the right thing by factoring all these into the IPPIS platform first but the FG is adamant.
FG's attitude on this is rather unfortunate.

More like it. Can anyone please tell me why ASUU doesn't want to be oasrt of the IPPIS?
yes Pls. It is because they are greedy. One lecturer can be lecturing in more than 3 Universities, collecting salary while there are many unemployed youths out there with PhDs yet no tangible lecturing job. These greedy bats can be seen once in a school, yet they will collect there full salary. They should concentrate on there jobs and allow others to be employed

This is a good question, let me help.
1. All those on Ippis presently are groaning. irregular taxation, deduction of salaries etc. Worst is you must go to Abuja to resolve irregularities on your salar at your expense instead of payroll in your institution.

2. Ippis is worldbank/IMF template just like SAP. that is why Government has refused to modify it to reflect the peculiarities of our current University system.

3. Ippis was designed to emasculate ASUU. hence it has no provision for deductions for dues and other legally agreed dues.

4. Ippis was not designed to curb fraud. Indeed there have been recorded cases of fraud already. Also why are senators and Govt officials not on IPPIS?

5. Ippis renders the Governing councils of universities useless. The Govt can simply send new staff to schools without recourse to the University or qualification.

6. Ippis violates the principle of University autonomy which is contained in an earlier agreement reached with ASUU.
7. Nowhere else in the world is a software like Ippis in use, why Nigeria. The Govt is bent on foisting it because of personal gain

8.ASUU has developed an equivalent software which factors in the peculiarities of Nigerian Universities, Why is Fg refusing to look at?

These are just a few
