Without Obasanjo (and Atiku), there would be no El Rufai. Atiku brought him out from nowhere and influenced his appointment as BPE head in the first term of Obasanjo's administration, after which OBJ liked the man and later made him FCT Minister. That was how EL Rufai was 'created'.
