Federal Government has technically bowed to Academic Staff Union of University (ASUU) pressure demanding for a review in the Integrated Payroll and Personel Information System (IPPIS) to address the grievances of the union as captured in the software developed by University Transparency and Accountability Solution (UTAS) The union has demanded that government should understand the peculiarity of universities in terms of autonomy and emolument. The 2009 agreement the union had with the government has not been fully implemented before the introduction of IPPIS, which makes it difficult to accept payment through the platform.

Academic staffs not enrolled on the IPPIS data base received December salaries amidst controversies between the government and the union though the system has enrolled 8,146 academic staffs and 86,844 non academic staffs, this place the total number of university workers enrolled at 70 percent according to the Accountant General of the Federation.

The meeting by the Vice-Chancellos with the Accountant General of the Federation has reassured the university administrators that the system will address peculiarities of University workers which should include hazard allowance, excess work load and earned allowance of both academic and non-academic staffs. The payment of December salary will allow for smooth negotiation with ASUU in 2020 to put an end of the union's decision not to enroll it's members on IPPIS.

What do you expect?
As intellectuals, a critical analysis of the shortcomings of ippis led to ASUU's repudiation of the half-baked software. Apparently, the FG team has been tutored by software gurus amidst ASUU, cleverly and comprehensively showing them clear gaps, limitations, and weaknesses of ippis. For FG, it's back to the drawing board!
Lesson learned: next time you wanna design such, consult experts from citadels of intellectualism.
