No, they are not. Tinubu is a very smart politician, he knows that Atiku is more or less a paper weight politician. As such, he is not a viable option. Besides, it will be difficult for Tinubu to leave a house he contributed so much to build.

Even if there is anything concrete in this report, him and Atiku will struggle to get up to 3 governors to join them as things stand today. And such number cannot win election or make meaningful impact in Nigerian politics of today.

Tinubu has done it before, he can still do it again. Tinubu and other then Yoruba leaders in Afenifere were in control of South-West politics. When Afenifere divided to be unfortunate by working with Olusegun Obasanjo who is a known old enemy of the Yoruba, I Tinubu pulled out of their party then AD and single handedly formed his own party AC which transformed into ACN and later formed alliance with ANPP, CPC, a section of APGA and some PDP rouges to form APC. Today, Tinubu controls five out of the six Yoruba states while Afenifere is still trying to be relevant in just one state of Oyo.

Therefore, if Buhari and his Almajari brothers decide to be unfortunate, then Tinubu will pull out, pull the rug under their feet and strip them naked at Kano Main Market. He will form another part and rebuild it just as he did in the past.
