Over the years, the people of Ndokwa land have been exploited, oppressed and denied their rights by both the federal government and Delta State government. Ndokwa nation is one of the ethnic groups in Nigerian. The people are found in three local government areas of Nokwa-West, Ndokwa-East and Ukwani. In the old Midwestern Region and Bendel State, the people inhabited Ndokwa Local Government Area with headquarters in Kwale.
In the past 50 years, the federal government has exploited oil in the area without any tangible development.  It is on record that Ndokwaland  has abundant crude oil deposit contributing over 110,000 barrels daily with an estimate of more than $2billion in revenue accruing  to the Federal Government of Nigeria since AGIP and its joint venture partners commenced operations since 1962.  Ndokwaland also has one of the highest reserves of natural gas in Africa. This has made it possible for the community to host the first and one of the biggest gas powered plants ever built in Nigeria, that supplies over 15 percent of Nigeria’s electricity; yet, Ndokwa is in darkness. This project was commissioned  in 2005 by Olusegun Obasanjo with initial 480MW capacity (with expansion capacity of up to 960MW).  It is pathetic to note that eleven years down the line, Ndokwa nation is still in darkness.
So far, the only noticeable federal presence is the Nigerian army who escort expatriate workers to the oil fields and guard oil wells. No roads, no power supply or any tangible social amenities Tthe only gains from oil explorations is  gas flaring with  the attendant economic and health hazards. The 13% derivation payable to the state for the development of oil bearing communities is never applied to the development of Ndokwaland. What appears to be a change in the narrative of Ndokwa people is the passage of the bill to establish a federal polytechnic in kwale. The bill was passed in the senate, 8 December, 2018 and in House of Representatives, 3oth april, 2019. Customarily, the bill is supposed to be assented to by the President, alongside similar bills for the establishment of federal polytechnics in Daura and Gombe, but the President has not signed the bill for the establishment of the polytechnic in kwale, whereas he has signed the bills for the establishment of polytechnics in Daura and Gombe which have taken off in 2019/2020 academic session. At the time of writing this piece, the President has not signed, neither has any reason been given.
The strange dimension to the narrative is  that the Deputy Senate President,  Ovie Omo-Agege wants to take the same polytechnic to his constituency, particularly to his community, Orogun. This might explain why the bill for the establishment of  the Federal Polytechnic, Kwale has not been signed, even when available yardsticks supports the view that Ndokwa people deserve it.  It is instructive to point out that urhobo land which Omo-Agege represents in the Senate already has seven tertiary institutions, whereas the entire ndokwa nation does not have any. The tertiary institutions in urhobo land are two federal institutions and five state owned institutions. The federal institutions are the Federal University of Petroleum Resources, Warri,  Petroleum Training Institute (PTI)( This awards ND and HND certificates), while the state owned institutions are Delta State University, Abraka,  about five kilometers to Omo-Agege village, , Delta State Polytechnic, Oghara,  College of Education, Warri;  College of Education, Mosoga and College of Health Technology, Ughelli, the local gvernment headquarters of the deputy senate president. It has not been hidden that Omo-Agege wants to use his powers and influence in the current administration to influence the president and other influential members of this administration to make sure that the federal polytechnic ceded to Delta State is taken to his constituency. I wish to state that he has not made full disclosure to the President and other persons he has enlisted for this job. He has not told them that there are already two federal tertiary institutions in his constituency (Federal  University of Petroleum Resources,  Warri, and Petroleum Training Institute (PTI) Warri),  in addition to five state owned tertiary institutions listed above. The quest to take the polytechnic to his constituency is unnecessarily greedy and excessively domineering. This disposition of the deputy senate president probably explains why the president has not signed the bill for the establishment of the Federal Polytechnic,  Kwale,  while the president has signed the ones for Daura and Gombe
Arising from the above, it is my submission, and for the sake of equality and fairness that Mr President should not work  with Omo-Agege to further the oppression of Ndokwa people. Ndokwa people, with headquarters  in kwale contribute immensely to the national purse as barrels of crude oil are shipped out of the community on a daily basis. It is further noted that the Federal Polytechnic, Kwale, if established will  promote equity  in Nigerian nation and Delta State and help to produce the needed manpower for the development of the fledging oil industry in Kwale.

I support you on this as well. There is no much presence of infrastructure in Ndokwa land, imagine at this age of civilization, vehichles and people are being ferried across by barges.
