From an English perspective, the ad is meant to promote tax payment and doesn't even suggest DEATH for defaulters. Rather it drew reference from the bible. Romans 6:23...the wages of sin is death, pay tax from that wages and see what happens. Ordinarily there is no relationship because the biblical wages isn't material but tax can only be paid from material wages. But if I am to interprete, the quote means by the time you pay your tax, there might not be money to pay for sin. Irrelevant advert IMO
