what you have to understand is that most Hi-Tech weaponry fails in unconventional guerilla type war like what boko haram is staging,what do you think defeated Russia in Afghanistan or America in Vietnam,the German gsg cannot just March into the Sahel and surpress an insungency that has defied 4-5 countries armed forces for years,and moreover I don't think criminals in Germany or America Rob banks with anti tank rocket propelled grenades that will destroy armored main battle tanks and helicopters.moreover fighting Boko Haram is a twisted type of new unconventional war because you are also fighting a religious ideology,do you want to know what will happen if a mostly christain GSG9 German police is send to those jihadist.

this new type of warfare hiding behind the facade of religion cannot be won by sheer force alone,it must be hearts and minds, building bridges between the locals as you rightly pointed out,but in the end it will always be a frustrating campaign for a commander because there's no front line,enemy camps,arms dump,or airfield to bomb,the enemy is the people and if the heat is much they will simply hid their rifles and melt away to their farms.

I've seen many of them looking so rough, dirty and scary (Akure-Owo-Benin-Warri-Ore routes).

If not for their FSARS jacket or top, they appears exactly like armed robbers.
